[Koha] Cart icon - how to turn on?

I tried looking up your library catalog myself from your signature, and got
http://man.waldo.kohalibrary.com (JASPERcat).  Is that correct?  For me, the
Cart button is present in the OPAC as an anonymous user.  Does it disappear
when one logs in?
