[Koha] Create Patron Card error

It sounds like something went wrong with your upgrade. Koha 3.2 no
longer has a script by the name of label-manager.pl. It has been
replaced by label-manage.pl.

I would suggest that you verify that you have indeed upgraded to 3.2.
