[Koha] Opac place hold

Hello All,
 I've a big problem when trying to place holds on any item when trying to
place holds this message appears to me "Sorry, none of these items can be
placed on hold." Also I've tried to change circulation policies several
times but there is no good news about that so I need to know in details plz
the steps to make these circulation rules. Thanks a lot
