[Koha] Patron has had overdue

Hi
i have a strange problem i'm using koha 3.2.1 , when patron hasn't fines or 
overdue can't check out any books to them i get this massage  
	* Patron has had overdue items and is blocked for 90 day(s)
	* Patron has had overdue items and is blocked for 11 day(s)
	* Patron has had overdue items and is blocked for 19 day(s)
i can't using system every patron return his overdue and paid fines can't check 
out again .. any help
