[Koha] Koha Conference timing

I sympathise with Jo but most certainly agree that **one yearly*** 
international Koha conference is needed for the Koha project and 
fairness to the global Koha community.
Keeping the registration free might not always be possible but increases 
the chances to rotate who can attend.
One of our clients has family in Italy and was delighted to hear 
KohaCon11 might be hosted in the UK...She is planning her dual purpose 
trip already :-)
