[Koha] SIP2 for 3M smart chute

The SIP2 extensions sponsored by NEKLS should be largely sufficient for AMH
systems.

If they are lacking, we are certainly a lot closer to a complete SIP
implementation than a NCIP one.  It's the difference between tweaking and
coding from scratch; hours vs. months.
