[Koha] SIP2 for 3M smart chute

Thanks Liz and Lori.  This confirms what I suspected--we will need
development work done.

I've wondered about NCIP.  The problem is that we are on a tight deadline
for go live and since the SIP2 protocol is necessary for self check is in
place, I would be hesitant to start over with NCIP, unless they could mix
and match?  But it does seem a shame to put more development dollars into
SIP2 if we should really be moving toward NCIP.
