[Koha] Problem checking out to some patrons

I've noticed this too on 3.2 alpha.  It seems to be if the patron has 
overdues.  On my test server, I had several overdues on my account and 
couldn't check anything out.  If I checked in everything, then attempted 
to check items out, it worked. 

If this feature is to stay, I think it should be controlled by a syspref 
to allow or disallow checkouts with overdues, and it should definitely 
have a readable warning and an override option.

Just my $0.02...
