[Koha] Patron Account Permissions

Scott,

To give a staff member access they need at least the catalogue
permissions.  That allows them to log into the staff client and search
the catalog.  Then on top of that you want to give them their other
permissions.

This is documented for Koha 3.2 here:
http://koha-community.org/documentation/3-2-manual/?ch=x5168  (but it
is the case with 3.0.x as well.
