Hi Colin,
do you have icu enabled ?
It seems that that problem occurs only with icu enabled.
This commit 34b4ac9ddc34430f43520c12d3cb206d18c4be62 on
koha-biblibre.git fixes that. (Katrin Fischer may confirm)
