[Koha] Course Reserves Modules

The biggest blocker for Course Reserves, in my opinion, is Hourly
Circulation. This needs to be completed first, since for many academic
institutions, the loan period on a reserve item is less than a full day.
There is an RFC on the wiki (
http://wiki.koha-community.org/wiki/Hourly_Loans_RFC), and while it is not
currently funded, that's being worked on. Hopefully it'll be ready for Koha
3.4, but it's a large development, so perhaps not.
Once that's in place, I have an idea for how to do Course Reserves pretty
easily, so hopefully it would follow Hourly Circulation pretty quickly.
