With git.biblibre.com/koha_biblibre.git on branch 3.0.x you can set an
IndependentBranchPatrons systempreference and if your third user is a
"superlibrarian", then he will be able to see all the patrons.
Hopes that helps.
It is a new feature integrated on 3.0.x this is why it is not in stable
3.0.x
