[Koha] Has anyone seen this before?

hi. no replys to my first post, so i'm bumping this again. hoping that someone else has seen this fatal error before & knows what we need to do to fix it.

librarian changed the system preference for "AllowRenewalLimitOverride" (under Circulation) & now we can't access any Circulation parameters.  when clicking on "Circulation" (under System Preferences) we get this message:
