[Koha] Clarifying messages in the OPAC

Right, so how do you express that difference to the public in the
notes they see when they log in to the OPAC?

I'm not sure the issue of permanence is relevant from the patron's
point of view. They can't dismiss or delete the messages themselves.
Is it important to distinguish the two types of messages to the
patron?
