I think combining the two is a great idea -- no real preference on what
the header should be. Whatever seems to make sense. The "Message from
the library" header already exists and thus (I assume) has translations
in place, if that makes any difference.

With the new messaging system contributed by PTFS, Middletown Township
Public Library, and East Brunswick Public Library we get a new way to
add messages to a patron's record. The new messages can be added right
from the checkout screen, and the date and library are noted
automatically in the message.
Currently these messages are shown in a separate box from the old
messages (messages added from the patron edit form):

I'd like to merge these and show all notes in the same box, but I'm
not sure what the best way to label them is. Should each kind of
message be labeled differently?
