Currently there's bulkauthimport.pl, which is good for one-time imports
from the command line. I've created a heavily modified version for
loading the weekly updates from LC, and would be happy to clean it up
and submit it as a patch. I've been a little reluctant to do it so far
because it's MARC21 and LC specific (relying on the 010 field), but if
other folks would find it useful....
