[Koha] Can't add news

Hi Elshan

This is not related to the user you are logged in as. It is confusing as 
the table name suggests that it is a user permission, but it seems to be 
an overall permission for any user to access each of the contents of the 
Tools page. This is an older version than yours so some new options may 
not be there but here is what we had in 3.0
