[Koha] Koha Foundation input

[Kyle Hall]

Assuming the Liblime KSF is off the table, what about the idea of
joining SPI or the Apache foundation? I guess the question is: who
will step up and start the creation of another KSF? Who has the means
and gravitas to do so?
