[Koha] First things first for a Koha foundation

Ben,

This isn't a discussion of wiki re-licensing (that's another thread
somewhere) - it's the issue of creating a foundation or joining a
foundation.  Notes here:

As for who can vote - anyone can vote - just like in the first run of
the survey.
