trickle down gradually starting with the big libraries who can afford
the documentation and staff training.  From my point of view, the
timing is spectacularly bad, as I only managed to convince my boss
that we should buy a copy of AACR2 last year, and actually implement
it in the catalogue we're about to launch .

But what it will mean is that some newer downloaded records will be
RDA compliant, and a lot of older records won't.  Because who's got
time and money and inclination to go back and upgrade the old records
when they're already eyeball deep in backlog?
