[Koha] fines not calculated

step 1.  system preference called 'finesMode' set to 'production'.
        2. A script "fines.pl" located at <koha
DIR>/bin/crontab/fines.pl must be executed at server backend. ( I set
that "fines.pl" will be executed at 1:00 AM (cronjob) to calculate fine.)
