[Koha] Can't locate C4/Context.pm

I know I have been down this road before but I am having the issue
again. I run the (2) export commands:

 

export PERL5LIB=/usr/share/koha/lib (C4 is located here)

export KOHA_CONF=/etc/koha/koha-conf.xml (the file is located here)

 

But I still keep getting the error when running the perl
/usr/share/koha/bin/migration_tools/rebuild_zebra.pl -b -w command

 

Can't locate C4/Context.pm in @INC (@INC contains: /etc/perl
/usr/local/lib/perl/5.8.8 /usr/local/share/perl/5.8.8 /usr/lib/perl5
/usr/share/perl5 /usr/lib/perl/5.8 /usr/share/perl/5.8
/usr/local/lib/site_perl .) at
/usr/share/koha/bin/migration_tools/rebuild_zebra.pl line 5.

BEGIN failed--compilation aborted at
/usr/share/koha/bin/migration_tools/rebuild_zebra.pl line 5.

 

It seems that it is not putting the path to C4 in the @INC. What am I
missing.
