[Koha] CAS Login

Hi,
It has been added by one of our folk in order to comply with a feature 
request.
I agree it should not be enabled by default.
And Authen::CAS::Client should not even be a required module, but an 
optional one.

CAS authentication was planned for 3.2.
So there it comes.
I asked Matthias to send a patch to disable CAS authentication by 
default. Should not be too hard to write.
