[Koha] How are you using WITHDRAWN toggle?

Although we do not use it in this way, I can forsee some libraries
that might "withdraw" a title because they consider it gone for good.
When it shows up, whether through circulation or not, they would want
to sometimes re-establish it as part of the collection. So that might
conflict with your view.
As a point of information, we just delete titles that we deem "not
part of the collection" either because they have gone missing too
long or have been long overdue too long. If the item returns home, or
is found, it is re-added to the collection, if the collection
development policy shows further need of the item.
