[Koha] Missing files for reserves?

In my case, it was a clean install, not an upgrade.  Getting same 404
error and missing the "build_holds_queue.pl"  on version > 3.00.00.107

Any suggestions about how to address the problem?

It sounds like something didn't go right during your upgrade process.
Are you running off of a 'dev', 'standard', or 'single' installation?
