[Koha] Acquisitions funds

I am writing again.  I am using Koha 3.0.  

 

Is there a way in Koha to change budget amounts without creating a new
budget for a fund?  My entire budget is not allocated at this time and
some budgets may need to be adjusted as time goes on.  If it is not
possible to update these budgets does Koha accept negative balances?
