[Koha] 003 field

We are having an issue when importing records using the z39.50 server.  When
can import, but when we go to save it says that there is an error because
the 003 field is not filled in.

1: I thought that this normally was automatically filled in based on the 001
field.

2: In the "Books, Booklets, Workbooks" framework, this does not seem to be
an issue, but if using the Default framework it is.

Any ideas?
