[Koha] Observation on Notices/Notice Trigger Tools

Hello,

I just started using Koha (version 3.0) and I was surprised to see the
definition of overdue notices and triggers was located under Tools
rather than under Administration. I expected them to be in the latter
section because the patron category editor (under Administration) has
a field that seems to define which patron categories appear in the
notice editor.
