[Koha] Koha 3.0 NoReturnSetLost preference

Good Morning;

Is the preference NoReturnSetLost in Koha 3.0?  I see it referenced in
Context.pm but see no place to set/change it in System Preferences?  It
seems my books are getting set to lost right away but I cannot find this
preference to turn it off/on.
