Hi,
Looking at Full circulation, RFID and 3M Tattle Tape are the only solutions.
Since u r using barcodes for circulation, Tattle Tapes will be the easiest implemented system. since u can implement Self Check with both Tattle Tape + Barcode as easily as with RFID.
RFID will come with its own overheads for costs and systems and again it is not the most trusted solution for security.
Stock checking can be easily achieved by a handheld Barcode based DCU. It takes approx 3 times more time than RFID based device but is almost four times cheaper.
In any case for Implementing Self check, u will need SIP2 or NCIP on the ILS side. I have read that KOHA has been certified by 3M for SIP2 but u will have to check to be certain.
U should also look at the new RFID tag data structure being proposed by the NISO. The ean13 code may not work in Libraries.
We have implemented a contactless Smart card based library card solution at a large University Library in India having the e-purse facilities u mention. It can be quite interesting for its impact on the Library services.
