Manually download and install Net-Z3950-ZOOM-1.18.tar.gz from cpan.org

http://search.cpan.org/CPAN/authors/id/M/MI/MIRK/Net-Z3950-ZOOM-1.18.tar.gz

mkdir ~/temp && cd ~/temp && tar xfvz ~/Net-Z3950-ZOOM-1.18.tar.gz
cd Net-Z3950-ZOOM-1.18 && perl Makefile.PL && make && make install

This forces a manual install.
