[Koha] German MARC record issues

[Han, Yan]

I am trying to load some german MARC records using bulkmarcimport.pl. The loading is ok, but I have char display issue for german characters.
 
The OCLC record is like this

see 245 field, the {uml} is not displayed correctly.  I have the webpage coded in utf-8 so I do not think it is the problem with character encoding.
