[Koha] Suggestions Oddity 2.2.9

All very reasonable expectations. The libraries that I know of using
this feature have local customizations to meet their acquisitions
workflow. In an ideal world we'd have the resources to generalize the
feature and allow more granular control over how it should work.
Any libraries interested in sponsoring such a feature enhancement?
