[Koha] Changing charset

Hello
I have a little problem with changing charset in koha 2.2.9. I solved the
problem by editing inc. files and just living <meta ...; charset=UTF-8" /> . I
would prefer to do it by changing TMPL_VAR NAME="TemplateEncoding" but i have a
problem with finding it.
