If I were you, I'd get the packages from
http://www-id.imag.fr/Laboratoire/Membres/Danjean_Vincent/deb.html
instead of getting CVS.

I think it's 
export http_proxy=...
at the command line, usually.  Then it's set for the rest of the
session.  I have not checked whether the Z39.50 modules obey it.
