[Koha] tmpl_process3.pl script not running on Windows

Dear All,
 
I've changed the script as Serhij told but when running the script it is
giving the eror

C:\usr\koha227\scripts\misc\translator>tmpl_process3.pl create -r -i
opac-accoun
t.tmpl -s opac-account.po
Warning: Can't determine original templates' charset, defaulting to
ISO-8859-1
Removing empty file opac-account.po
'msgmerge' is not recognized as an internal or external command,
operable program or batch file.
Create FAILED.


Could any body tell what other changes to me made for running the script on
windows environment.
