[Koha] check out /issue items

[cat tom]

when an item is checked out to a user/memeber, the user's Items On Issue List can't be automatically updated accordingly,instead, it always stays empty. 
  when log on to the user's account via OPAC, I find "no issued items to this user". However, searching by the barcode of the item,   I find the item is indeed on loan. Any clue?
