[Koha] Complex Issuing Rules

Hi everyone,

I'm implementing Koha for a large university library that has complex
issuing and fining rules, for example, if a patron doesn't return a book
within two weeks, he/she is charged KShs. 1.00 per day for the first 10
days and KShs. 2.00 everyday thereafter, the book is marked as lost
after 90 days and if the patron doesn't pay up or return the book,
he/she is barred from using the library. Has anyone written generic code
to handle such a problem?
