Aha, you've stumbled on yet another bug, I'm afraid. You're missing another
system preference. We added an 'opacuserlogin' preference for those
libraries which want to disable member-based services like login and
reserves.  You'll need to add another system preference:

Explanation: Enable or disable display of user login features
Variable: opacuserlogin
Value: 1
