http://packages.debian.org/stable/base/libwrap0 says otherwise.
http://packages.debian.org/stable/base/libwrap0 diras alie.
Has someone changed the system's /etc/apt?

You could try: apt-get install -t stable libwrap-dev
Vi povas provi: apt-get install -t stable libwrap-dev
