[Koha] niveau de localisation pt.2

Hello list :-)

I've got this problem:
I'm trying to add some test records, but i can't finish the record 
because the mandatory field "niveau de localisation" has got no 
values to choose from... the problem has been mentioned before: 
http://lists.katipo.co.nz/public/koha/2006/009792.html so i thought 
maybe this time there's someone around who can answer it off the
