[Koha] Windows Installer and Unicode

I am successfully running Koha 2.0 on Windows platform on test basis. I 
have installed it at both, 98 and 2000 versions. I haven't try to install 
ver 2.2. I am still in process of customizing it (ver 2.0). facing some 
problems, but hopefully, will succeed.
