[Koha] Sticky due date (Specify due date) not working

Hi there

I'm another newy to Koha.

I've been through the system parameters and preferences.

I'm now up to testing it out to see what it can do and to writing up
instructions for our non-librarian library billets.

I'm finding that when I try to set a specific date the item is issued to
the dates set in the parameters.

What have I done wrong?

Here is a copy of my issuing rules.
