[Koha] Change default browser encoding

The page source of Koha user interface indicates that the catalogue has a charset=iso-8859-1 set there.  The page for the main page is located at intranet/cgi-bin/koha/mainpage.pl.
 
I went there and try to opne the mainpage.pl, the MS DOS screen (black) pops up briefly and was instantly closed.  It seems like the file mainpage.pl needs to be open by Perl Command Interpreter.  Is it included in the Perl download?  
 
How do i get to open the main page?  I am getting very close to actually using the program.  Someone please help.
