[Koha] addbiblio.pl error

I did not see your response to this problem,
I too have the same issue and I cannot add a biblio to the system.
 
This is a complete new system on Windows XP with Mysql 4 and Koha 2.2.2b
 
The error is with Apache not finding the perl script?
