[Koha] Maybe a silly question

Okay, I have my OPAC going, but don't have the
internet site yet, so I can't look at that. 

However, it seems to me that OPAC should have
circulation working.  Yet when I click on Circulation,
I get a blank white page

Does anyone know how I can debug this? Is there a file
that I should look for, in my directory structure?  [
I have the default 1.9.0 directory structure. ]
