[Koha] need help... fine setup

hi all,

I need some help from experts out there.

I've installed koha 1.2.3 but experience some problem
to setup fine.

when I run
http://163.128.16.100:12000/cgi-bin/koha/charges.pl,
it will pass the data that I key-in to
http://163.128.16.100:12000/cgi-bin/koha/updatecharges.pl
but in the script says:

my $sth=$dbh->prepare("Update categoryitem set
fine=$dat[0],startcharge=$dat[1],chargeperiod=$dat[2]
where categorycode='$bor' and itemtype='$cat'");

unfortunately, thereis no column named "startcharge"
in the table categoryitem. Is this a bug?
