[Kete] Kete 1.3 officially released

Happy New Year everyone!

It's been a long time in the works, but I've flipped the switch and made Kete 1.3 the stable release branch:

I'm looking forward to work on Kete 1.4 and making it a much faster release cycle. I would like to see us build on the translation/user interface improvements work started in Kete 1.3.
