The command is trying to enable mod_rewrite for Apache 2. If Fedora core 7 does not use Apache 2, that won't work. Or maybe Fedora core 7 calls the command something else anyway. Consult the Apache documentation for Fedora core 7 to find out how to enable mod_rewrite.
