I'm assuming you installed with packages (it'd be silly not to on ubuntu) in which case you just need to run sudo koha-shell before running the command.

If for some strange reason you aren't using packages. Then still nothing needs to be installed you just need to set and export the KOHA_CONF and PERL5LIB variables.
